Venture company confirmation (벤처기업확인, often called 벤처인증) is the status given to small and medium-sized companies whose technology and growth potential are recognised under the Special Act on Venture Businesses (벤처기업육성에 관한 특별법). A confirmed company is issued a venture company certificate (벤처기업확인서), and with it come tax relief, better guarantee and loan terms, and extra points in government R&D programmes. Two decisions shape the outcome: which of the four application types to file under, and when. The largest benefit, a reduction of corporate or income tax of up to 50%, is open only to companies confirmed within 3 years of founding.
The four application types
- Innovative growth (혁신성장): the type most SMEs use. The innovativeness of the technology and the growth potential of the business are evaluated together. No investment record or research institute is required, which suits early-stage companies.
- R&D (연구개발): for a company that holds a corporate research institute (기업부설연구소) or a dedicated R&D department (연구개발전담부서) and spends at least a set ratio of its sales on R&D. The institute or department is a precondition. See R&D department and research institute certification.
- Venture investment (벤처투자): for a company that has received at least a set amount of investment from statutory investors such as venture capital companies (창업투자회사), new technology finance companies (신기술사업금융업자) or qualified angel investors. Both the amount invested and its ratio to capital have to be met.
- Pre-venture (예비벤처): for a prospective founder before incorporation or business registration, used to hold venture status from the day the business starts.
What confirmation brings
- Tax relief: corporate or income tax reduced by up to 50% when the company is confirmed within 3 years of founding, a 75% reduction of acquisition tax on business real estate, and property tax relief
- Guarantees and lending: higher guarantee limits and preferential rates from 신용보증기금 (KODIT) and 기술보증기금 (KOTEC)
- Government programmes and location: extra points when applying for government R&D support programmes, and exclusion from the heavier acquisition tax that applies inside the capital region's overconcentration control zone (과밀억제권역)
What this covers
- Eligibility review: the applicant has to be a small or medium-sized enterprise (중소기업), and a founder who has not yet incorporated applies under the pre-venture type
- The business plan and the evidence behind it: proof of the level and innovativeness of the technology, financial statements, R&D expense records, and patents or other intellectual property documents
- Online filing with the venture confirmation body (벤처기업확인기관), the document review, the on-site inspection and supplement requests
- Post-certification management, including upkeep of the research institute or R&D department when the R&D type was used
What we handle
- Diagnosing where the company stands now and recommending the type that fits it best
- Writing the business plan with the company, built on objective evidence such as patents and market data
- Putting the financial, R&D expense and intellectual property documents in order and filing online
- Drafting responses to supplement requests inside the response deadline
- After confirmation, tracking the conditions the status rests on
How the process works
- We review the founding date, company size, technology, R&D organisation and investment history, and fix the application type.
- We draft the business plan and collect the supporting evidence.
- We file online. Receipt is complete once the confirmation fee is paid.
- A specialist evaluation body reviews the documents and carries out an on-site inspection, and we answer any supplement request.
- After deliberation, the venture company certificate is issued.
Who typically needs this
Startups in their first three years that want the tax reduction, SMEs with a research institute or R&D department, companies that have taken venture capital or angel investment, companies preparing for government R&D programmes or guaranteed loans, and founders who want pre-venture status before incorporating.
Common mistakes
- Letting the third anniversary of founding pass. Confirmation after that still brings the guarantee and scoring benefits, but not the corporate or income tax reduction, so the schedule should be worked back from the founding date.
- Filing under a type the company does not meet. The application is returned for failing the requirements.
- A business plan that states ambitions without evidence. For the innovative growth type the review weighs the originality of the technology and a realistic growth strategy over current sales.
- Using the R&D type and then neglecting the institute. If the institute's recognition is cancelled, the venture requirement falls with it.
- Leaving a supplement request or the fee notice unanswered. Since July 1, 2026, an application on which nothing is done for 15 days after such a request is cancelled.
Timeline
A filing typically takes around 30 to 45 business days from online submission, including the document review and the on-site inspection. The confirmation body's published schedule gives the result within 45 days of completed receipt, meaning the day the confirmation fee is paid: about 7 days from application to receipt and payment, evaluation within 28 days, deliberation of about 14 days, and the certificate 1 day later. Since July 1, 2026, the evaluation period can be extended by up to 14 days when the applicant has an unavoidable reason, and if the evaluation still cannot be finished within the extension the application is returned. Supplement requests lengthen the review, so a complete first submission matters most.

Get in touch about thisFrequently Asked Questions
What is venture company confirmation?
It is a status given under the Special Act on Venture Businesses to small and medium-sized companies with strong technology and growth potential. It is commonly called 벤처인증, and a confirmed company is issued a venture company certificate (벤처기업확인서).
What are the main benefits?
A reduction of corporate or income tax of up to 50% when confirmed within 3 years of founding, a 75% acquisition tax reduction on business real estate and property tax relief, higher guarantee limits and preferential rates from 신용보증기금 and 기술보증기금, and extra points in government R&D programmes.
Our company was founded more than three years ago. Is it still worth applying?
It can be. The guarantee, lending and scoring benefits remain, but the corporate or income tax reduction applies only to companies confirmed within 3 years of founding.
Which application type should we choose?
It depends on what the company can prove. Innovative growth is evaluated on technology and growth potential and needs no investment record or research institute. The R&D type needs a research institute or R&D department and a set ratio of R&D spending. The venture investment type needs investment from statutory investors. Filing under the wrong type gets the application returned.
Do we need a corporate research institute to apply?
Only for the R&D type, where a 기업부설연구소 or 연구개발전담부서 is a precondition. The innovative growth type does not require one. If you already run an institute, the R&D type may be the stronger route, as long as the institute stays in good standing.
How long does it take?
Typically around 30 to 45 business days from online filing, including the document review and the on-site inspection. The published schedule gives a result within 45 days of the day the confirmation fee is paid. Supplement requests make it longer.
Which documents are needed?
The business plan, material proving the level and innovativeness of the technology, financial statements, R&D expense records, and patents or other intellectual property documents.
Can I apply before the company exists?
Yes. The pre-venture type (예비벤처) is for prospective founders who have not yet incorporated or registered a business, so that venture status is in place when the business starts.
