The interview exists specifically to filter out a "certification in name only" company — the reviewer probes whether the woman named as representative genuinely makes the business decisions. Disability-owned business certification (장애인기업 확인서)

A parallel certification from the Ministry of SMEs and Startups for a business genuinely owned and run by a person with a disability:

• Individual business: the registered owner is a person with a disability under the Act on Welfare of Persons with Disabilities
• Corporation: the representative is a person with a disability (non-disabled ownership above 50% can trigger a follow-up review)
• Cooperative: 50%+ of members are people with disabilities
• Mid-size company: 30%+ of the regular workforce are people with disabilities (waived for a workforce under 5)

Benefits: public institutions must direct at least 1% of annual procurement to certified disability-owned businesses; sole-source contracting up to KRW 50 million; a scoring bonus for excellent-procurement-item designation and in the 조달청 qualification review (0.5–1.5 points); plus financing rate cuts, startup-support programs, and dedicated promotional/networking channels.
