The 3-part review that decides approval

• Zoning and industry-code match: the manufacturing business type has to be cross-checked against what the site's zoning district (industrial zone, planned management zone, etc.) actually permits, using the correct 5-digit Korean Standard Industrial Classification code
• Numeric consistency: the combined manufacturing + ancillary facility floor area on the application has to match, exactly, the building registry (건축물대장) figure and the real facility layout the inspector walks — a mismatch here is the single most common reason for a correction order
• Environmental compliance: a noise, vibration, and effluent-discharge mitigation plan for the equipment being installed has to be built into the business plan — failing this review blocks registration outright, and equipment above a certain combined capacity triggers separate noise/vibration facility reporting that has to be sequenced correctly against the registration filing itself

What a registration actually unlocks

• The 직접생산확인증명서 (direct-production certification) — the document that lets a business bid on Korea's 조달청 나라장터 government procurement portal — requires factory registration as a prerequisite; without it, that certification can't be issued at all
• Large-enterprise vendor registration: in a first-tier vendor audit (for buyers like automakers, shipbuilders, or defense manufacturers), factory registration and the direct-production certification are baseline requirements — without them, even well-equipped machinery gets classified as an unlicensed manufacturing facility and vendor entry is blocked outright
• Preferential financing: 중진공 (KOSME), 신용보증기금, and 기술보증기금 manufacturing-focused low-interest policy loans require factory registration as a submission document, and commercial banks award a credit-scoring bonus (higher limits, better rates) on facility/working-capital loans to a registered factory
• Tax relief: new or relocated factories in metropolitan growth-management zones use factory registration as the legal evidence for acquisition-tax, property-tax, and corporate-tax reductions
• R&D and local-government support programs: many of these use registration as a scoring bonus or an outright eligibility requirement
